Add uid proc state to cpu wakeup stats

The process state of the uid responsible for the wakeup is a critical
piece of information for diagnostics.

Also reducing the write delay to 30 seconds. The delay is measured in
cpu uptime which should make it sufficiently long for attribution to
come in from all possible sources.
