Revert "Gets suggested screen rotations from RotationResolverService."

This reverts commit 3e0ef9c9.

Reason for revert: This change is conflicted with another change ag/13459965 on the upstream branch. To resolve the conflict, we should first revert this change, then re-apply this change to the upstream branch, which will be done in ag/13473845.
