Run sdk sandbox basic test in postsubmit

Originally this change is targeted to run sdk sanbox test in
presubmit. But there is no SLO data for this test module. Follow
go/test-mapping-slo-guide to collect the SLO data first. Will move
to presubmit when the SLO data is safe to move.
