[ADI][UserConfirmation][1/4] Communicate the verification result to the installer and get user response

Uses the STATUS_PENDING_USER_ACTION mechanism to involve the user in
case of an incomplete or failed verification. Introduces a SystemApi that Pia
will call indicating user's response for proceeding with the incomplete verification.
