Checking if the touchpad visualizer developer option is enabled

Passing to the native code wheither the touchpad visualizer developer option is enabled or not from InputReaderConfiguration through JNI.

Test: Enable the flag and enable the "Show touchpad input" in developer
      options and trace the logs in TouchpadInputMapper.
