Delete pic_uses_shared_memory

Delete the flag android.app.pic_uses_shared_memory and replace
occurrences with 'true'.  Note that PropertyInvalidatedCache still
uses sysprops when running under Ravenwod, so this is a minimal
change.

This also removes dependencies on application_shared_memory_enabled,
which is committed in the same release as pic_uses_shared_memory.
