Unite collection of metrics across all phases 

This unites metric collection across the multiple phases, and adds
missing collections such as the entries and exception bits. It also adds
to the final chosen phase collection object in order to allow this collection to occur.

Bug: 270403549
Test: Builds for now, chaining later.
