Unable to drag and edit the Accessibility shortcut

Problem:
In User or Guest mode, dragging a shortcut created in Accessibility to
the edit icon does not open the shortcut display style menu.

Solution:
Use startActivityAsUser instead of startActivity to fix this issue.
