[29/N] Desks: Add #addMoveTaskToDeskChanges

This is a pure refactor. It merges addMoveToDesktopChanges() and
prepareMoveTaskToDesk() into a single method to avoid flag-checking at
different call sites and to prevent misuse of either one.
