Update APIs for SliceStore

Add carrier configs for network boost on LTE
Add carrier configs for maximum number of notifications
Remove unused result USER_DISABLED
Add result OVERRIDDEN and NOT_DEFAULT_DATA
Change premium capability to LOW_LATENCY
Update documentation to be consistent with behavior in design doc
