Merge changes from topic "boottime" 

* changes:
  statsd atom: Fix errara and missing item for boottime metrics
  Rename FS_MGR_FS_STAT into FS_MGR_FS_STAT_DATA_PARTITION
  Add proto definition for boottime metrics
