Don't include tags in atom ProxyBytesTransferByFgbg 

Tagged stats are already included in untagged stats
in kernel BPF map, so including tagged stats without
logging the actual tags results in double-counting.

This is the reason why other similar atoms, such as
WifiBytesTransferByFgBg and MobileBytesTransferByFgBg
also query stats with includeTags set to false.
