Rename BackupManagerMonitorUtil to BackupManagerMonitorEventSender and convert... 

Rename BackupManagerMonitorUtil to BackupManagerMonitorEventSender and convert it into an instance class in preparation of
adding more complex behaviour for recording BMM events to dumpsys.
