Add OVERRIDE_COMPAT_CHANGE_CONFIG_ON_RELEASE_BUILD to PlatformCompatChangeRule. 

This is done so that CTS tests can override @Overridable compat changes
and pass on non-debuggable build.

Test: Existing tests pass.
