am: Migrate maybeUpdateUsageStatsLSP() to ProcessRecordInternal 

This CL refactors `maybeUpdateUsageStatsLSP` method and `mProcsToOomAdj`
field of `OomAdjuster` to use `ProcessRecordInternal`.
