Relax ACTION_TETHERING_STATE_CHANGED permissions. 

This broadcast doesn't contain any sensitive BluetoothDevice extras;
it only contains a single boolean indicating tethering state, so
relax it to no longer require the BLUETOOTH_CONNECT permission.
