Watch AppOp mode for SYSTEM_APPLICATION_OVERLAY

Update mCanCreateSystemApplicationOverlay as a result of AppOp changes
for OP_SYSTEM_APPLICATION_OVERLAY as this can trigger changes to the
permission state.

Drive-by fix the listener for OP_TOAST_WINDOW as well
