Fix NullPointerException in MockingOomAdjusterTests. 

This CL fixes the following exception:
java.lang.NullPointerException: Attempt to do a synchronize operation on a null object
	at com.android.server.am.OomAdjuster.reportOomAdjMessageLocked(OomAdjuster.java:1932)
