Boot up optimization for phoneprocess 

During boot up, MmsServiceBroker binds to MmsService
which runs in phone process causing the delay in start
of PhoneApp which also runs in phone process.

Do not bind the MmsService during boot up to
optimize the delay caused during boot up.
