[ADI][58/N] Support Retry on network errors with fail_closed

Basically a revert of ag/34733463 with:

+ Support local experiment for retry
+ Fixed a UI issue of wrong strings

Retry has no count limitation. Metrics will collect total number of
retries and total duration spent on retries.
