Sticky keys should not capture focus 

When focus is captured, dialog will be dismissed when user does back gesture.

Flag: ACONFIG com.android.hardware.input.keyboard_a11y_sticky_keys_flag TRUNKFOOD
Test: trigger sticky keys indicator and do back gesture -> see dialog not dismissed
