Do not move to OCCLUDED(camera) when not active

The camera can be disabled by policy, or after boot, so do
not transition to OCCLUDED in this case by checking with
CameraGestureHelper.

Also, remove a dependency on centralsurfaces in order
for tv/auto to build properly.
