Eanble sending non-A11yTool notification dyanmically

non-A11yTool notification is going to be integranted
in PermissionController. We will stop secheduling intent
and sending notification if the safety center is enabled, and
reschedule the intents for none-Accessibility servicewhen the
flag is flipped to true.
