[SysUI][Floaty] Ignore invocation effect in power key combinations

* Changes the initial wait time to 150ms (key combination timeout)
* Intercept the power key in key combination and not run animation

To be taken in follow-up:
* Detect other keys in combination between duration 150ms to LPP

1. Invocation effect not player when power key + volume key pressed in
   combination (in that order), tested it for both up and down volume key
2. Invocation effect played when volume key + power key pressed in
   combination (in that order), assistant also launches in this case
