[res] Optimize TypedValue filling from JNI

Use a single Java method that populates all fields at once
instead of a chain of separate JNI "SetXXXField" calls that
turned out to be significantly more expensive.

This speeds up most of the benchmarks in ResourcesPerfTest
by 10-15%
