Cleanup: Apply code style to NotifyingTimeZoneChangeListener and its test.

This change applies formatting to `NotifyingTimeZoneChangeListener.java`
and `NotifyingTimeZoneChangeListenerTest.java`. The changes are purely
cosmetic and include adjustments to line wrapping, annotation placement,
and indentation.
