Fix icon resource loading issue for user switcher 

Fixes: 374021967
Bug: 372089608
Flag: com.android.systemui.compose_bouncer
Test: 1. Use a large screen device and enable add users from lockscreen option
 2. Lock the device and open the bouncer
 3. Tap on the user switcher dropdown
 4. sysui doesn't crash and shows the "Add users" menu option.
