[Ravenwood] Cleanup initialization

- Move parsing ravenwood.properties the first step in global
  initialization.
- Make Log_ravenwood and EventLog_ravenwood directly use fields and PIDs
  from classes in ravenwood-junit-impl.
- Cleanup RuntimeInit implementation for Ravenwood.
