psc: Migrate hasActiveInstrumentation to ProcessRecordInternal

This change exposes ProcessRecord.hasActiveInstrumentation() method to
`ProcessRecordInternal`, and updates the paramter of the method
`OomAdjuster.getDefaultCapability()` to `ProcessRecordInternal`.
