Better fix for 4G on at boot: frameworks/base portion

Moved setting to wimaxhelper where it is called by
both the menu and wimaxbutton.
Reverted changes in wimaxbutton.
Added wimaxbutton to statusbar if 4G radio is present
and buttons are unset.

Update: rebased
