Provide config to prioritize SysUI reboot UI during recovery reboot

In ag/16970003, the Sys UI reboot UI was deprioritized for recovery
triggered UI because the messaging of that UI does not align with the
purpose. However, this messaging is different across different
form-factors, and some form-factors may wish to use the Sys UI reboot
UI in a way consistent with other shutdown UI.

To achieve this, we are providing a config that can be overriden by
devices to allow prioritizing Sys UI during recovery reboot.
