Update the visuals + motion of the drop target

* Uses the animation durations from BubbleExpandedViewPinController
* Adds the visuals of the drop target
* In the morph animation, instead of scaling the view, animate
  a rect to a new position & render that in a view. Scaling the
  view caused visual issues with the drawable background.

Flag: com.android.wm.shell.enable_bubble_anything
Test: atest DropTargetManagerTest
