Advanced Protection: Update the notification logic flow.

This change:
- Simplify the notification conditions for power and data.
- Add polling with timeouts for PD compliance and power brick status check to get a more accurate determination of USB port connection capabilities.
- Triaged AdvancedProtection settings page intent issue, issue is still pending for BFU state (attached a TODO bug, as it is out of scope for this CL)
