Fixing HSUM issue for keyboard and touchpad tutorial

Tutorial should be always shown as user 0 activity to properly set SysUiState.
To be able to launch it from other users (e.g. from adb) we need to add showForAllUsers property in manifest.

Test: Launch activity from adb as user 0, e.g. adb shell am start-activity --user 0 com.android.systemui/.touchpad.tutorial.ui.view.TouchpadTutorialActivity
