Introduce Emergency number functions APIs 

- getCurrentEmergencyNumberList
- getCurrentEmergencyNumberList (per categories)
- isCurrentEmergencyNumber

Note: the implementaion from PhoneInterfaceManager is empty, but the names
of the APIs need to be finalized so that the usages and test plan are not
blocked.
