Support disableIfNoEncryptionCapabilities attribute 

Support disableIfNoEncryptionCapabilities attribute in the
XML config specified by android:dataExtractionRules.The attribute, only applicable to <cloudBackup>, will disable cloud backup if the transport doesn't offer encryption.
