Instrument CUJ_SHADE_CLEAR_ALL with InteractionJankMonitor

In NotificationStackScrollLayout
- Begin instrument in clearNotifications()
- End in onClearAllAnimationsEnd()

Note: due to all child views run clear anim concurrently,
we just monitor parent(NSSL).
