Revert "webview: refactor compatibility check."

This reverts commit 0404625c.

Reason for revert: We plan to use a different approach for the compatibility check; the new implementation that was built on top of this change has been reverted and the refactor is no longer useful - the new check will be built on top of the previous structure.
