Stop tracking IME user animation requests

This stops the creation of the statsToken (and in effect, the tracking)
for user animation type IME requests, to address a regression due to
an additional blocking binder call.

This change should be reverted when ImeTracker#onStart will become
asynchronous instead of blocking.
