Update test mapping file for wm shell

Some tests were moved to subdirectories and shouldn't be in the root.

Also includes all CTS configs other than: Display, IME
- CTS Keyguard is moved to keyguard subfolder
- CTS BackNavigation is moved to back subfolder
- IME doesn't need ot be here
