Fix bug report user consent dialog on top of settings screen 

SYSTEM_APPLICATION_OVERLAY permission is needed to mark an overlay
trusted, trusted overlay can only be shown on top of settings screen.
Adding this permission to permission controller for showing user
consent dialog in bug report flow (i.e. user is on settings screen,
when bug report is launched).

Test: atest PermissionPolicyTest & manual test for the dialog validation
