Handle DeadObjectException from AppWidgetHost#setListener. 

This change makes the communal widget code more resilient to exceptions
that can arise from AppWidgetHost#setListener.

Test: atest CommunalWidgetHostTest#onAllocateAppWidgetId_handlesDeadObjectException
