Add sysinfo system call for swcodec.

The swcodec security policies for arm/arm64 do not include the
crash_dump policy, so they both have to be updated by hand.
Since sysinfo was added to crash_dump, add it to these two
files.

Test: Verified debuggerd -b <media.swcodec> and debuggerd <media.swcodec>
Test: work. Did this on a flame for arm64 and a wembley for arm.
