Initial commit for the Codec2.0 HAL

Test: make cts -j123 && cts-tradefed run cts-dev -m \
CtsMediaTestCases --compatibility:module-arg \
CtsMediaTestCases:include-annotation:\
android.platform.test.annotations.RequiresDevice
