MediaControlView2: Add Additional UX for Settings

This CL adds additional UX for Settings, adding a second ListView to
show the view for choosing CC, audio track, video quality, and
playback speed.

Also, this CL allows video & audio track information to be
sent to MediaControlView2 from VideoView2.
