Camera: Increase aspect ratio threshold for thumbnail 

If max JPEG size aspect ratio is 1.331797, and the desired thumbnail
aspect ratio is 1.33, existing threshold of 0.001 is too small to match
them.

Increase the threshold to 0.01.
