Allow calling ctx.DistForGoal from GenerateAndroidBuildActions

Right now you have to dist files in either the AndroidMk stuff,
or in MakeVars providers. Allow calling it from
GenerateAndroidBuildActions so that we can further remove our reliance
on make.
