Merge changes from topics "recovery_prebuilt_res", "target_screen_density" into main

* changes:
  Specify dirs and symlinks for recovery partition
  Add recovery-resources-common-* module to FsGenState
  Remove neverallow restrictions for prebuilt_res module type
