Initialize DEX_PREOPT_DEFAULT based on global dexpreopt settings.

Test: lunch cf_x86_phone-userdebug && m
Test: Ensure that `find out -name dexpreopt.config` lists before and
    after the fix are identical (for target cf_x86_phone-userdebug).
