Increase dump-words-file limit again

The rule to build general-tests.zip.meta_lic contains too many words
written with dump-words-to-file and is hitting the limit again.  It
was previously increased in r.android.com/3363396, but that didn't
leave any headroom and we quickly hit the limit again.  Increase
the limit to 150k.
